A multitude of contemporary requirements for efficient e-government will be met by implementing a functional as well as technical SOA approach to redesign applications or build from scratch.

In a Service Oriented Architecture (SOA) separate components are combined and orchestrated for multiple usage by different consuming applications to allow for economies of reusability. Primarily, SOA has to be conceived as a functional approach to structuring business architecture within an organization. Technological decisions are derived from these functional structures and requirements. In the end, a functional as well as the technical implementation of an IT environment can be structured and put into place.

More often than not, a reasonable usage and functional advantages of SOA are to a certain extent blurred and mingled with technological marketing of software producers and thus often confused with SOAP (a technique to link up systems).

Goals of SOA are predominantly to reduce redundancies of services and thereby software failures, the exchangeability of services without modifications to consuming components, reduction of vendor dependency and the elimination of proprietary interfaces (by implementing standard interfaces). This way, the underlying goal which is the reduction of the TCO of a system landscape, can be attained.

Westernacher supports its customers with functional SOA consulting as well as technical implementations on a best-of-breed basis using existing building blocks, and new components of the Enterprise Open Source world as well as from notable vendors.

Within a functional SOA architecture of a government agency infrastructure, typically the below-outlined building blocks are employed:

Westernacher consultants take care of a product evaluation approach that not only addresses to select fitting products and solutions to functional requirements and their intelligent orchestration, but also often undervalued criteria like vendor independence, reliable product life cycle, existing technical skills at the government organization as well as long-term economical benefits.

Westernacher’s experts draw on their vast experience with regard to e-government projects based on Open Source components with a focus in the following areas: IT infrastructure (Linux, Tomcat, MySQL), Portal (Liferay), Content Services (Alfresco, Jasper, SOLR), Identity Management (OpenLDAP). However, we are not religious about Open Source Philosophy, but like to implement the best solution for given requirements, i.e. by providing a perfect mix of Open Source and renowned proprietary software systems. This is especially true in the finance area or with Enterprise Service Buses (ESB).As far as ESB is a mandatory component, we recommend to have a look at our Westernacher Mediator product.

We provide innovation as well as economically and technically sustainable services to the future of your IT landscape. Do not hesitate to contact us.
